Access Public Static Ip Db

Hi ,

I have oracle DB12c installed on remotely server(Windows Server 2012 r2) with public static IP

I can access this server via  public static IP  remotely (Windows Remote desktop (IP:port))

now I have (Oracle Client&Toad) in my local PC ..

do you know how can I access remotely DB from my local PC ?
